What is Circular Debt in Pakistan: Issues and Impacts [Article]


Power sector inefficiencies have cost this country significantly in direct budget costs in the last five years. In addition, growth has been slowed down by at least 2% per annum i.e., 10% lost growth in the last five years. Yet the problem is far from behind us. The restructuring and reform of the power sector has been held up for over two decades leading the costs to accelerate in recent years. The
important question that arises is “Why are we incapable of addressing such a big problem.” The problem requires careful study and research which can only happen if time and resources are devoted to the problem. With enough independent expertise and research for developing a body of knowledge on the required reform, a process of reform must be developed in Pakistan. There have been major
shortcomings at all levels of the reform spectrum which are split into three main areas:

1. At the policy level there is complete disarray between all entities involved. The Ministry of Water & Power, which is the main
policy maker of the sector has no roadmap set out for itself and is more reactive than proactive to power sector reforms which of
course is coupled by a lack of political will to help improve the system.

2. At the regulatory level there is an authoritarian attitude towards all entities involved. The regulator has failed to address or acknowledge problems of the power sector and is working in isolation.

3. At the entities level there is a complete breakdown of governance. Though they are being micromanaged by both the policy makers
and the regulator, the entities themselves have no aspirations of  moving ahead reforms and are happy to maintain status quo.

Circular debt is one of the major issues in Pakistan. The Oil, Gas and Power sectors of Pakistan are the main sufferers of this giant dilemma to deal and manage the circular debt in an appropriate and suitable manner. The policy makers of Pakistan have been striving hard to find a way to solve this problem, but up till now they had not been able to find out an effective solution. Nonetheless, as a consequence of this, the circular debt in Pakistan as it is termedhas been circling around the three most important sectors of Pakistan, and the predicament is increasing day by day.

Circular debt arises when one of the two parties do not have enough cash to pay out its liabilities and pay the withholding payments to its suppliers.  This creates difficulty for the supplier to pay out its liabilities, which ultimately sets out an-unfathomable circle of debt liabilities in the economy.

In June 2011 the total circular debt reached to the level of more than Rs. 200bn, and in this year it is increasing by Rs.95 crore a day. It is a misfortune that mismanagement with regard of government owned power generation and power distribution agencies is one of the major reasons for a continuous increase in the circular debt of Pakistan. However a proper and cost effective management and organization of these companies would be able to reduce this debt position by a considerably higher level in the long run.

The significance of the management of the circular debt in Pakistan is not a secret any more. The government of Pakistan should try different types of strategies to critically fathom the core reason and find the solution that should be effective enough to positively deal with this critical issue as soon as possible.

2. Lore

The new startup is using a Facebook type platform- riding the wave of what works- and tailoring it for education. This social network allows professors and students to communicate, follow one another, and discuss class work and lectures.

In addition to the social aspect, it allows for document uploads, calendar sharing, and a grade book option. So why is this better than Facebook? Simply put, social networks aren’t always the best place to develop academic networks. Students can follow their professors and interact with them without worrying about that compromising photo from a crazy weekend party.

3. Study Blue

Imagine your smartphone as your primary source for study materials. This company has created an app that allows students to organize their coursework, store notes and flashcards, and share their materials with other students.

Study Blue’s main attraction is that it is mobile. Whether standing in line for coffee, riding the train, or waiting at the dentist, a student can easily access their class work and prepare for an exam. The social aspect also helps students find other people studying similar subjects, capitalizing on a different set of notes and study guides.

4. LEAP Motion

Imagine the ability to sign your name on a digital document using only your finger and the air. That is technology behind LEAP Motion, a company intent on giving people a more natural way to interact with the computer.

LEAP has developed a piece of hardware that allows anyone to write, draw, zoom, play, and interact with their computer screen using a finger, fingers, or entire hand. By moving your hand over the device, the mouse follows your movements.

This is a huge improvement from the days of the stylus and pad- even with the fine motor control- it was difficult to make drawings look authentic. LEAP is set to do that.

5. Papertab

Papertab won’t be ready to use in 2013, but I think it’s interesting enough to include it in this list. Paper, afterall, is HUGE part of the school life.

6. Chromebooks

Despite the rising popularity of tablets, Google’s Chromebook may snatch the competition in the lower grade school classrooms. The laptops have a few distinct advantages over the apple iPad:

-They are less expensive

-One-button-push easy setup

-Easy to control settings and restrictions

-Offers the traditional keyboard for fast typing and note taking

-Hardware fixes are easier and less costly

7. Celly

Teachers are continually fighting against the ever-growing list of distractions that a smart phone offers to bored or shy students in the back of the room. But Celly is a text-messaging network that allows anyone to create a network anywhere- at a rally, event, in the classroom, or on a field trip using smartphones.

Teachers that have used this in their classrooms have noted that those who normally never speak up…do. It forces students to write their thoughts clearly and concisely. Rather than fighting the tide against texting, instructors are using it for academic purposes.

8. Flipped Classroom

While not a technology per se, this teaching model is using technology to change the way instructors teach. Rather than spending the class time lecturing the students, the lectures are delivered to the student’s in video format for them to watch at home (or in study hall).

Then, the classroom time is set aside for 1 on 1 help, discussion, and interaction based on the lecture homework. With nearly every student carrying a mobile device or laptop, this model may give students and teachers more time to work on areas of difficulty rather than simple straight lecture. For too long, instructors have seen that precious class time go to waste while a teacher scribbles on a blackboard and has their back to the students.

9. Snagit, Jing, Camtasia

These screen capture video software programs are making it easy for instructors to give online tutorials. TechSmith offers a host of different products from a free screen capture to professional quality videos.

Imagine a tech-ed teacher trying to explain how to download an app. He/she can record narration while capturing the screen shots as he/she demonstrates the action. This feature can also be used for teachers who are correcting a paper or demonstrating a math problem.

10. LessonCast

Teachers need help and support with their lesson plans just as much as students need help with studying for exams. LessonCast allows teachers to submit a 2-minute lesson plan strategy, idea, or resource using video, documents, Powerpoint, etc. and share it with other instructors.

The free-based software is just another way to offer networking opportunities and a general pool of knowledge that globally impacts education in a positive way. Teachers Paying Teachers is a similar network that allows educators to sell their lesson plans to other instructors.

Teachers create projects they hope to accomplish with their students. Much like Kickstarter, individuals can fund or back any project they choose. Then they share it across social media and if a teacher has created the project pitch well, it gets the attention and money it needs.

14. Live Binders

Those handy three ring binders are now digital. Using the same idea as pinning and bookmarking, the binder allows educators to collect and organize resources for lesson plans.

The Live Binder can also work for students who are amassing resources for a big project. You can also browse other binders and share your own.

15. Knewton

This new technology company aims at personalizing content for optimal learning. The platform monitors the student’s activity and uses the information to give the student the best personalized resources based on their level of performance.

The technology also boasts integration among different disciplines creating a more comprehensive set of resources that interact with one another. Knewton grows more intuitive the more the student uses the software. It can follow a student through their entire education career.

WordPress.com is a great platform for users who want to easily create a free website or blog. With more than 23 billion pageviews in 2010, the service is a hit with millions of users.

Premium themes are now available for WordPress.com, but the nature of the system still limits what plugins can be used and how deeply customized a design and overall site structure can be.

Using Plugins to Re-create WordPress.com Features

Automattic, the company behind WordPress.com, has customized its hosted version of WordPress to include some built-in features that just aren’t included in a standard WordPress.org installation.

As a result, some media like videos, embedded tweets and polls may not show up properly.

I mention some of the most common plugins in the video, but here are some quick links:

  • WordPress.com Stats — This will give you the same kind of stats on WordPress.org that are available to WordPress.com users.
  • VideoPress — If you have ever paid for the VideoPress video upgrade, this plugin will bring the same functionality (and access to your VideoPress videos) to WordPress.org.
  • Wickett Twitter Widget — This is the same widget WordPess.com uses to display tweets in the sidebar of a blog.
  • Grunion Contact Form — This plugin was used as the basis of the new Contact Form feature in WordPress.com.
  • PollDaddy — This plugin will enable any polls created in WordPress.com.

After the Move

After moving content from WordPress.com to WordPress.org and installing any plugins to enable native WordPress.com functionality, users may want to consider purchasing the Site Redirect upgrade from WordPress.com.

For $12 a year, WordPress.com will redirect your old WordPress site links to the new site. These are proper 301 redirects which means search engines will get updated to redirect traffic as well. That also means that most users won’t need to pay for the upgrade after the first year.

8 Ways to Protect Yourself Online [Tips]


1. Guard Your Personal Information

Never respond to requests for personal or account information online (or over the phone). When your social security number is requested as an identifier, ask if you can provide alternate information. Watch out for convincing imitations of banks, card companies, charities and government agencies. Use legitimate sources of contact information to verify requests for information, such as your financial institution’s official website or the telephone number listed on statements.

2. Don’t Overshare

Don’t divulge your birth date, mother’s maiden name, pet’s name or any other identifying information on social media websites such as Facebook, LinkedIn or Twitter.

3. Stay Up to Date

Install anti-virus software on your computer and keep it updated. Use the latest version of your web browser. Install security patches and software updates as soon as they are ready to install.

4. Make it Difficult

Use unique and hard-to-guess passwords. Don’t access secure websites using public Wi-Fi.

5. Beware of Fake Online Sweepstakes and Contests

All offers that require payment or private information before giving an award are bogus. Take the time to check out the validity of an offer. Ask for contact information from the sender and details about the company running the contest. Once you start asking a lot of questions and make it clear you won’t be pushed to make an immediate decision, most scammers will go away.

6. Go Paperless

Enroll in electronic statements, use direct deposit, and make bill payments online (to avoid mail theft).

7. Don’t Believe the Work at Home Hype

Thoroughly conduct a background check on the company, making as many phone calls and Internet searches as you can. If in doubt, visit a local law enforcement office and ask their opinion. All offers to earn pay for re-shipping goods sent to your address are bogus. Tragically, some work-from-home scams not only enlist the individual to defraud others, they also make an identity fraud victim out of the individual!

Understand banks’ guarantees for fraud protection: all large providers now offer zero-liability protection for debit and credit cards, while a few offer a guarantee for online banking transactions.

Punjab Information Technology Board (PITB) Pakistan Android Training 25 – 26 May 2012 [Event]


Punjab Information Technology Board (PITB) Pakistan was set up by the Government of Punjab as an autonomous body to use synergies of the IT industry, academic institutions, and the government representatives on the PITB board to develop and implement consequential strategies, to enable our province to achieve its IT potential.

Due to the massive growth in Mobile application development in recent years, there is a severe shortage of resources who have expertise and knowledge of Android platform. There by, hundreds of skilled people are needed in this domain by the local industry. PITB is arranging trainings to fill the gap of supply side. Game industry is providing master trainer to train the IT graduates (preferably students already selected for Industrial training).

There seemed to be a spread of opinions about whether Pakistan has a cost advantage over other countries such as United States and Western Europe, Central Europe, and India etc. and how long will this advantage last. The general consensus seemed to be is that it costs about $15-25k to develop a decent game on a mobile device in Pakistan. Pakistan may be broadly in line with India in this regard and somewhat cheaper than Central Europe. The cost for doing the same in the United States is likely to be an order of magnitude higher. It is, therefore, possible for a small start-up of 10-12 people with a burn rate of $250k a year to develop 15-20 games per year – a number good enough to turn up at least one (perhaps two) “winner(s)” in the course of a year. Typical success ratio of a mobile game, for example, on Apple Store is 1 in 20-25 (3-4% by another account) and a typical Top-1o application on the AppleStore could do about $2 million worth of sales.

Top Ten Things You Must Consider When Making Your C.V [TIPS]


1. Understand Attention Spans

Keep in mind that people read resumes about halfway down the page/screen before deciding if they are going to continue reading, save it for later or hit the delete button. Anything marketable about you should be in the top third of the resume.


2. Make It an Appropriate Length


The optimal length of the resume will depend on your experience. A person with a single year’s experience and a four-page resume is in trouble, as is a person with 10 years experience and a one-page resume. Be concise and try to fit your resume into three pages. Need to cut down? You don’t need an objective — it’s a waste of precious space, unless you are a career changer.


3. General Summaries Bad, Technical Summaries Good


General summaries can help if used sparingly and appropriately. Technical summaries are more helpful, because the first person reading your resume could be non-technical and only knowledgeable enough to look for keywords. However, there should not be a laundry list of every technology you have ever heard about.


4. Dates Matter


Be clear about your dates of employment. Most companies want to see months, not just years — especially if you have some jumps or if you are currently unemployed (i.e. they want to see how long you have been out). It’s better to be upfront than to make them guess.


5. Highlight Accomplishments, Not Just Job Functions


The descriptions of your positions should ideally be a mix of a broad overview and specific accomplishments. That way, recruiters will know what you did day-to-day, but also what effect your activities had on the overall company or department.


6. Quality Writing Still Matters


Long-winded paragraphs or bullets are mind numbing, but short choppy sentences can appear simplistic. The ideal resume should have a combination of short paragraphs and bullets — or even just bullets. If you opt for bullets, combine related activities into one bullet where appropriate to save room.


7. Use Action Verbs


The most overused phrases on resumes are “responsible for” or “participated in.” It’s hard to know if you were just a bystander or a true contributor or even a leader on a project. It’s okay to use these terms once or twice, but it’s much better to use something like “managed,” “completed,” “administered,” “developed,” etc. If you are having trouble coming up with action verbs, Thesaurus.com should be your new best friend.


8. There Are No Rules About Education Placement


Education placement is variable. If you went to a particularly good school, have an advanced degree or have a very relevant degree to the types of roles you are pursuing, then it might be worth putting at the top, but it’s okay for education to be at the bottom, too.

The same applies for certifications — but if you have many, then it might consume too much space at the top. Assuming your resume has the experience to back up the certifications, your prospective employer will be intrigued enough to get to them at the end.


9. People are Not That Interested in Interests


The ubiquitous “Interests” section isn’t really necessary; however, if there’s something you are particularly proud of and it’s short, then feel free to include it at the end of your resume. There is always the possibility that when you put “competitive running” on your resume that the person reading your resume is a marathoner and gives you an interview for that reason. However, you should exclude any activities that could be seen as overly political or offensive.


10. Be Prepared With A Versatile Resume Template


Sometimes it’s valuable to have more than one version of your resume. For example, if your background could be applicable to manager or individual contributor positions, you don’t want to scare someone off with a heavy manager resume for a contributor role or vice versa. However, you should not make yourself crazy writing a new resume for every position that comes up (an especially tempting habit if you are unemployed).

Seven Things Which Can FAIL You In An Interview [TIPS]


1. Don’t Be Late To the Interview

Even if you car broke down or the subway derailed, do everything you can to get to that job interview on time.

“If you have a legitimate excuse it’s still hard to bounce back,” says Pamela Skillings, co-founder of job coaching firm Skillful Communications. “People are suspicious because they hear the same excuses all the time.”

On the flip side, you don’t want to show up too early and risk appearing desperate, but you do want to be there at least five minutes early or at the very least on time.

2. Don’t Show Up Unprepared

It seems simple, but countless people go on job interviews knowing very little about the company they are interviewing with when all it would take is a simple Google search to find out. As a result, they end up asking obvious questions, which signal to the interviewer that they are too lazy to prepare.

“Don’t ask if the company is public or private, how long it’s been in business and where they do their manufacturing,” says Mark Jaffe, president of Wyatt & Jaffe, the executive search firm. “Sharpen your pencil before you go to school.”

3. Don’t Ask About Salary, Benefits, Perks

Your initial interview with a company shouldn’t be about what the company can do for you, but what you can do for the company. Which means the interview isn’t the time to ask about the severance package, vacation time or health plan. Instead you should be selling yourself as to why the company can’t live without you.

“Your interest should be about the job and what your responsibilities will be,” says Terry Pile, Principal Consultant of Career Advisors. “Asking about vacation, sick leave, 401K, salary and benefits should be avoided at all costs.”

4. Don’t Focus On Future Roles Instead Of The Job At Hand

The job interview is not the time or place to ask about advancement opportunities or how to become the CEO. You need to be interested in the job you are actually interviewing for. Sure, a company wants to see that you are ambitious, but they also want assurances you are committed to the job you’re being hired for.

“You can’t come with an agenda that this job is just a stepping stone to bigger and better things,” says Jaffe.

5. Don’t Turn The Weakness Question Into A Positive

To put it bluntly, interviewers are not idiots. So when they ask you about a weakness and you say you work too hard or you are too much of a perfectionist, chances are they are more apt to roll their eyes than be blown away. Instead, be honest and come up with a weakness that can be improved on and won’t ruin your chances of getting a job.

For instance, if you are interviewing for a project management position, it wouldn’t be wise to say you have poor organizational skills, but it’s ok to say you want to learn more shortcuts in Excel. “Talk about the skills you don’t have that will add value, but aren’t required for the job,” says Pile.

6. Don’t Lie

Many people think its ok to exaggerate their experience or fib about a firing on a job interview, but lying can be a surefire way not to get hired. Even if you get through the interview process with your half truths, chances are you won’t be equipped to handle the job you were hired to do. Not to mention the more you lie the more likely you are to slip up.

“Don’t exaggerate, don’t make things bigger than they are and don’t claim credit for accomplishments you didn’t do,” says Jaffe. “You leave so much room in your brain if you don’t have to fill it with which lie you told which person.”

7. Don’t Ask If There’s Any Reason You Shouldn’t Be Hired

Well meaning career experts will tell you to close your interview by asking if there is any reason you wouldn’t be hired. While that question can give you an idea of where you stand and afford you the opportunity to address any concerns, there’s no guarantee the interviewer is going to be truthful with you or has even processed your information enough to even think about that.

Track Your Happines [iPhone App]


Harvard researchers, using the iPhone to track people’s moods, have found a correlation between daydreaming and unhappiness. The app, aptly named “Track Your Happiness,” contacts iPhone users at random times during the day to ask how they’re feeling and what they are doing while answering these questions. Users have the option to decide when and how often they’ll be notified.

The researchers’ findings, published in the journal Science, were based on samples from 2,250 adults. Out of those surveyed, 58.8% were male, and 73.9% of them reside in the U.S. The mean age of those involved in the survey was 34. As DISCOVER reports, responders said they were daydreaming 46.9% of the time when the iPhone rang to check in on their thoughts. And those who said they were daydreaming were more likely to reveal that they were feeling unhappy.

That said, Jonathan Schooler, a psychology professor at the University of California, Santa Barbara, told The Boston Globe that the findings should not just be used to determine that a wandering mind is an unhappy one.

According to Schooler, mind-wandering is key for one’s problem solving abilities — and there is also evidence that it could be important for creativity.

As Schooler told the Globe, “Even if there are times when mind-wandering causes one to be unhappy, it doesn’t necessarily mean it’s not the thing that one should be doing.”

Meanwhile, “Track Your Happiness” is still out there, being used as a scientific tool to help researchers figure out the causes of one’s happiness.
